In 1970, a grand plan called Harbour City was unveiled for Toronto's waterfront. It was to be a community of sixty thousand people, living and working in modular buildings set amidst idyllic canals. These artworks serve and as invitation: imagine yourself as a resident of Harbour City and picture the impact it would have had.
